1.欧洲化学品管理局
要了解欧盟对化学品的管理规定，我们先需要了解一下ECHA，全称是欧洲化学品管理局(European Chemicals Agency)，该机构是所有化学品注册的中央管理机构，负责运行管理中央数据库，审查注册文档资料是否完整符合要求，协调评估过程。作出是否要求进一步提供信息和数据的决定，向欧盟委员会建议应重点关注的物质对象，并联系处理有关许可的事务，下设若干技术咨询委员会。欧盟委员会负责监管欧洲化学品管理局，对各成员国在评估意见不一致时作出决定，同样对许可和限制事务作出决定。
2. ECHA的4部法规
The new EU chemicals legislation applies to all industry sectors dealing with chemicals and along the entire supply chain. It makes companies responsible for the safety of chemicals they place on the market.
2.1 REACH 化学品的注册、评估、授权和限制
REACH is a regulation of the European Union, adopted to improve the protection of human health and the environment from the risks that can be posed by chemicals, while enhancing the competitiveness of the EU chemicals industry. It also promotes alternative methods for the hazard assessment of substances in order to reduce the number of tests on animals.
REACH是欧盟法规，并于2007年6月1日起实施的化学品监管体系。这是一个涉及化学品生产、贸易、使用安全的法规提案，法规旨在保护人类健康和环境安全，保持和提高欧盟化学工业的竞争力，以及研发无毒无害化合物的创新能力，防止市场分裂，增加化学品使用透明度，促进非动物实验，追求社会可持续发展等。
2.2 CLP 欧盟物质和混合物的分类、标签和包装法规
The CLP Regulation ensures that the hazards presented by chemicals are clearly communicated to workers and consumers in the European Union through classification and labelling of chemicals.
欧盟CLP法规是与联合国的化学品分类与标签全球协调制度(GHS)一脉相承，同时与欧盟REACH法规相辅相成的一部法规。它针对欧盟化学品分类，标签，包装的最终文本，也是欧盟执行联合国化学品分类及标记全球协调制度(GHS)有关化学品的分类和标签规定的组成部分。它对REACH法规起到了巩固作用，为欧洲化学品管理署(ECHA)维护的注册物质的分类和标签数据库的建立提供了相应规则。2010年12月1日起实施。
2.3 BPR 欧盟生物杀灭产品法规
The Biocidal Product Regulation (BPR, Regulation (EU) 528/2012) concerns the placing on the market and use of biocidal products, which are used to protect humans, animals, materials or articles against harmful organisms, like pests or bacteria, by the action of the active substances contained in the biocidal product.
欧盟生物杀灭产品法规（EU）No 528/2012（BPR,Biocidal Products Regulation）于2012年7月17日生效，并于2013年9月1日起正式实施，取代生物杀灭剂指令98/8/EC（BPD,Biocidal Products Directive）对欧盟市场的生物杀灭剂产品及其处理物品进行监管。BPR法规整合了欧盟境内现存的对生物杀灭产品使用和投放市场的规则，并提出了“联盟授权”的概念（联盟授权允许通过该授权的生物杀灭产品直接投放整个欧盟市场，不需要进行国家授权后再通过相互认可）。
2.4 PIC 欧盟事先知情权法规
The Prior Informed Consent Regulation (PIC, Regulation (EU) 649/2012) administers the import and export of certain hazardous chemicals and places obligations on companies who wish to export these chemicals to non-EU countries. It implements, within the European Union, the Rotterdam Convention on prior informed consent procedure for certain hazardous chemicals and pesticides in international trade.
PIC法规是鹿特丹公约在欧盟范围内的具体实施，规范了欧盟和第三国之间进出口有害化学品的行为，规定欧盟境内特定的有害化学品必须履行出口通报的义务。由于中国已是鹿特丹公约的缔约国，因此PIC法规的实施对中国企业的影响较小。2014年3月1日，PIC（Regulation（EU）649/2012）正式生效。
